List datasets eligible for drop filtering

https://{customerid}.observeinc.com/v1/ingest/filters/filterable-datasets

Returns the source datasets eligible to have drop filters attached. A dataset becomes ineligible once it reaches the per-dataset cap of 100 drop filters.
